FLUSTER invites players to ponder thought-provoking questions that are divided into three levels of intensity. The icebreaker questions marked with ! are the easiest to answer, while the !! questions delve a bit deeper, and the vulnerable and revealing !!! questions might require some courage. However, despite the game's name, the intention is not to make anyone uncomfortable.

When players provide their answers, others can respond using their reaction cards, which are included in the FLUSTER base game. The stronger the reaction, the juicier of a question you get to ask, so everyone is encouraged to be open and honest in their responses.

The game features special cards that allow players to mix things up, such as the Rewrite card found in the Laugh Pack, which enables players to edit a question for maximum laughs. Each base game and expansion also include unique special cards.
